Binance will add mandatory disclosures to international crypto deposits and withdrawals for Brazilian users starting November 1, extending Central Bank of Brazil rules to cross-border virtual asset transfers. The change follows Resolution BCB No. 521/2025, which brings international transfers of virtual assets into Brazil’s foreign exchange framework, and the exchange said it is issuing notice in advance so users can prepare. The new requirements are set out in an announcement to Brazilian users published October 2.
What changes for Brazilian users
From November 1, users sending crypto to their own account outside Brazil, or receiving crypto from their own account abroad, must state the purpose of the transfer and confirm who the beneficiary or sender is. The same applies to transfers with individuals or companies that are not resident in Brazil. The exchange said the information is mandatory and is reported monthly to the Central Bank of Brazil. Transfers entirely within Brazil, including those between Brazilian platforms or residents, are unchanged.
