Digital Ruble will be Available to Foreigners in Russia

The Russian government plans to allow foreign residents to own and use digital Rubles. The Central Bank of the Russian Federation (CBR) will make it simpler to exchange the digital ruble for other currencies and will allow people residing outside of Russia to open and utilize digital ruble wallets. The monetary authority has stated these objectives in its initiative "Main Directions for Digitalization of the Financial Market, 2022–2024".

The Bank of Russia will invite credit institutions to participate in consumer-to-consumer transactions. The Federal Treasury, as well as financial intermediaries such as non-bank payment service providers, exchanges, brokers, marketplaces, and insurance firms, will join in the second stage.
