Scroll detailed plans on Oct. 30 to turn its public Ethereum Layer 2 into a permissioned, application-specific AI network and migrate SCR and $USX to Ethereum mainnet, with a formal proposal and governance review still to come.

The project's transition FAQ targets Q2 2027 for the broader change, subject to technical readiness, partner coordination and governance. Network changes, token migrations and individual applications may follow different schedules. Scroll says users do not need to move assets now because of the announcement.

The transition concerns a chain with $7.36 million locked in DeFi as of Oct. 30, according to DefiLlama, which separately listed $42.44 million in bridged TVL.

“A detailed proposal will follow, and the transition will go through governance review,” Scroll said on X.

An AI Network With Restricted Participation

Scroll's Oct. 29 DAO call recap describes the proposed network as supporting private AI interactions, payments and verifiable rules. It extends the direction outlined by Scroll's CEO in August: “Scroll is going to become a private L2 built to serve agents.”

In practice, the FAQ says there will be rules about who can operate nodes and participate, replacing the public chain's open model. Those rules are still being finalized; Scroll has not identified the future operators in the FAQ. It also distinguishes restricted participation from data privacy: permissioned operators alone do not protect sensitive information.

The existing public network already has a centralized sequencer—the operator that orders transactions—according to L2Beat. L2Beat says users can force transactions through Ethereum if the sequencer fails, with a delay of up to seven days. Scroll's current architecture documentation describes transaction data being posted to Ethereum and validity proofs checked there.

The future design has yet to specify what will be verified, what information will be protected and which trust assumptions will apply, according to the FAQ. Today's sequencing and withdrawal safeguards therefore cannot simply be assumed to carry over.

The shift also follows governance changes The Defiant reported in April, when Scroll proposed replacing its Security Council with an administrator wallet. L2Beat now identifies a Scroll team wallet controlling upgrades.

Separate Paths for Tokens and DeFi Positions

For SCR holders, Scroll plans to deploy an official Ethereum contract and migrate the token there without changing its total supply or overall tokenomics. Whether individual wallets or exchange balances will migrate automatically remains undecided. Scroll says holders should wait for official instructions before attempting a migration.

The call recap says SCR would retain governance and voting functions, while model providers and verifiers would stake it as collateral. $USX, which the FAQ describes as a stablecoin, is intended to handle payments across Scroll's AI products. Its Ethereum migration will have separate guidance on timing, redemption and supported venues.

Other holdings need their own transition plans. Scroll's positions website offers a read-only check of tokens and protocol positions and says official-bridge withdrawals to Ethereum are limited to ETH, USDC, USDT, SCR and $USX. Other tokens and DeFi positions must be closed or managed by users themselves before the network transition, the site says.

The FAQ says asset-specific instructions and deadlines will be announced in advance; the Q2 2027 target is not a blanket withdrawal deadline. The next governance steps are publication of the detailed proposal and a session with the CEO before a vote, according to the call recap.
