The update addresses treasury control, governance participation, contract upgrades, sequencer resilience, enterprise service levels and current value secured. The central message is that several simplified descriptions of Optimism no longer match how the system operates in 2026. Rather than leaving those claims unresolved, the Foundation has assembled dated operational facts intended to give users, developers and enterprises a clearer reference point for evaluating the network today across operational and governance contexts.
On governance, Optimism says treasury allocations are directed through the Collective’s budget process, rather than OP holders voting line by line on spending. Token House participation remains permissionless because holders can vote directly or delegate their OP, with delegation reversible at any time. The clarification distinguishes concentrated voting power from control by a fixed or anonymous group. OP Stack upgrades are approved by Token House governance and implemented by a Security Council consisting of 13 voting members and one non-voting lead, operating a multisig that requires a 75% signing threshold under the Collective’s governance framework.
Sequencer And Enterprise Details Challenge Simplified Narratives
The Foundation also challenged the idea that a sequencer outage automatically traps user assets. OP Mainnet runs permissionless fault proofs, and users retain a trust-minimized path to Ethereum Layer 1 that does not depend on the sequencer remaining online. If the sequencer pauses, new transactions may be delayed, but withdrawals can still settle through Ethereum and funds are not frozen. Optimism also emphasized that the sequencing model is moving toward decentralization, meaning the current architecture should not be reduced to the claim that one permanent operator represents a censorship single point of failure for OP Mainnet users today.
The enterprise and security figures add another layer to the correction effort. OP Enterprise’s Fully Managed tier carries a contractual 99.9% uptime SLA with a 30-minute P1 response commitment, while Mission-Critical raises uptime to 99.95% and cuts P1 response to 15 minutes. Optimism is pairing these operational guarantees with updated scale metrics that make older low-value estimates obsolete. OP Mainnet secured about $1.57 billion as of August 31, including roughly $585 million in ETH and derivatives and $443 million in stablecoins, with the remaining value held in other assets as network conditions evolve.
