Tatarstan authorities plan to use blockchain in public management

Ministry of Informatization and Communications of Tatarstan is currently discussing with the Central Bank of Russian Federation and the Federal Service of State Registration, Cadastre and Cartography (Rosreestr) the opportunity to implement blockchain in financial sector, healthcare, interdepartmental records management, the RBC-Tatarstan website reports.

According to the Ministry spokeswoman Anna Yakovleva, the President of Tatarstan Rustam Minnikhanov instructed the experts of QIWI Platforma company to carry out a feasibility study of blockchain technology in public management, which resulted in proposal to implement blockchain not only in the aforementioned spheres, but also in notarial activities, land registries management, digital personal identification, vital registration, the accounting of diplomas and votes.

The experts interviewed by the source think that blockchain implementation will not just make people’s lives easier, it will accelerate pace and efficiency of operation of different systems, provide data drain or theft protection, all this ultimately resulting in minimization of unnecessary state expenses.

The implementation of technology is yet being delayed due to lack of legal framework and practiced mechanisms for engagement of all parties of the process. Moreover, it is not yet clear how to scale the blockchain in big, extremely loaded systems, and on top of that, there is no single regulator which every party can trust – for example, in the state systems this type of regulator is the state itself.
