@arbitrum ($ARB), an Ethereum layer-2 network whose technology also powers chains such as Robinhood Chain, has had a busy stretch since early October. Developments range from a new stablecoin rollout to an emergency freeze of funds linked to the Binance exploit, with a governance vote on those funds still to come.

Stablecoin Push and New Integrations

On October 6, Paxos' Global Dollar ($USDG) went live on Arbitrum One. The Crypto Times reported integrations from Morpho, Uniswap, GMX, Kraken and Maple Finance, among other protocols.

On October 15, the Arbitrum Foundation opened its Stablecoin Growth Program. According to DeFi Prime, it is aimed at protocols with at least $1 million in stablecoin balances, and accepted teams must make $USDG their primary stablecoin on Arbitrum One. Phemex reported that the program carries a 2 million $ARB reward pool, with the first 10 teams to reach a 30-day average $USDG balance of $10 million each eligible for up to 200,000 $ARB.

Other launches followed. On October 21, Fhenix launched its privacy layer on Arbitrum, allowing smart contracts to work with encrypted data. On October 22, @aeroxyz, the merged Aerodrome and Velodrome decentralized exchange, went live on Arbitrum and six other networks.

Binance Exploit Freeze and Robinhood Chain Milestone

On October 30, Arbitrum's Security Council took emergency action. The council's notice said it froze 8,425 ETH and 74,559,805.2 $ARB held on Arbitrum One by an address identified with the Binance exploit, and that no other users' funds or applications were affected. The council used a temporary upgrade to the Ethereum Inbox contract to carry out the transfer. Crypto.news reported the funds sit in a holding address and moving them again requires a DAO governance vote.

On November 5, @binance asked the Arbitrum DAO to return the frozen funds. The vote process is expected to take about seven weeks.

Separately, on November 4, Robinhood Chain (@RobinhoodCrypto), built on Arbitrum technology, passed $1.07 billion in total value locked.

$ARB was trading at $0.1674, up almost 7% over the past day and 3.7% on the week.
