The US Commodity Futures Trading Commission has opened a consultation on rules for retail commodity transactions involving crypto assets.
The agency published an Advanced Notice of Proposed Rulemaking seeking comments on a regulatory framework for these transactions. The proposal covers requirements for retail crypto transactions and the markets where they are offered.

The CFTC has been working towards clearer rules for retail crypto trading. In August 2025, it sought feedback on spot crypto contracts and leveraged retail transactions. In November, it discussed the possible launch of leveraged spot crypto products with regulated US exchanges.

CFTC Chairman Michael S. Selig said the proposal is part of the agency’s work to establish a federal framework for crypto markets.
“Today’s action is a critical step in the CFTC’s ongoing efforts to ensure America remains the crypto capital of the world,” Selig said.
He said the framework would provide “clarity, certainty, and consumer protections in the crypto asset markets” while relying on the CFTC’s existing statutory authority.

Comments Could Shape Future Crypto Rules
The CFTC said comments received through the consultation will inform potential future action, including formal rulemaking.
The notice does not introduce new rules. It starts a process for gathering comments on how retail crypto transactions could be regulated.
