Garlinghouse Calls CLARITY Act the Final $XRP Regulatory Barrier as Institutional Adoption Looms

Ripple CEO Brad Garlinghouse believes the CLARITY Act could be the last major regulatory hurdle preventing $XRP from achieving broader institutional adoption.

Responding to a post on X, formerly Twitter, by Ripple Chief Legal Officer Stuart Alderoty, Garlinghouse backed the push for the legislation, stating: “My thoughts exactly… Perfect can't be the enemy of good. Let's get this done.”

Alderoty described the CLARITY Act as a consumer protection framework rather than just a crypto industry bill. He argued that the legislation would strengthen anti-money laundering (AML) and know-your-customer (KYC) requirements, give regulators and law enforcement better tools, and reduce the risks created by regulatory uncertainty.

For the $XRP Army, Garlinghouse’s comments highlight a long-standing issue: unclear U.S. crypto regulations have been one of the biggest barriers limiting institutional participation in digital assets.

Regulatory Clarity Could Open the Door for $XRP Adoption

For years, banks, asset managers, and financial institutions have approached crypto cautiously due to uncertainty around compliance rules, asset classifications, and legal risks. A finalized CLARITY Act could provide the framework needed for companies to confidently build and deploy blockchain-based financial solutions.

Such clarity could benefit $XRP and the $XRP Ledger, which Ripple has positioned as infrastructure for global payments, tokenized assets, stablecoin settlement, and institutional finance.

Potential areas of growth include:

  • Cross-border payments and liquidity solutions
  • Tokenized asset settlement
  • Stablecoin transactions
  • Enterprise blockchain infrastructure

The argument from $XRP advocates is that clear regulation could accelerate innovation by giving institutions the confidence to participate at scale.

CLARITY Act Could Become Crypto’s Next Major Catalyst

The potential impact of the legislation goes beyond compliance. Grayscale has compared regulatory progress in crypto to previous market milestones, suggesting that clearer rules could create a catalyst similar to the impact of spot ETF approvals on institutional adoption.

For $XRP, regulatory certainty could encourage more financial firms to explore $XRP-based products and services without the uncertainty that has surrounded the asset for years.

Removing $XRP’s Regulatory Discount

Many $XRP investors believe the top altcoin has traded under a regulatory discount because of prolonged uncertainty in the U.S. market. While Ripple has achieved significant legal victories in its battle with the SEC, supporters argue that comprehensive legislation is needed to fully remove doubts surrounding $XRP’s status.

If the CLARITY Act becomes law, attention could shift away from regulatory concerns and toward $XRP’s real-world utility, network growth, and role in the future of digital finance.

The legislation alone does not guarantee price appreciation, but it could eliminate one of the biggest obstacles facing $XRP’s broader adoption.

For Ripple and $XRP holders, the CLARITY Act represents more than a regulatory change; it could mark a turning point where institutional adoption, blockchain utility, and real-world applications become the primary drivers of the ecosystem.
