Mysten Labs, a blockchain technology company, and Google Cloud, a cloud computing and AI services provider, are developing the Verifiable Agent Arbiter (VAA). The system is designed to help companies prove that AI agents acted within the authority they were given.

VAA keeps detailed agent activity, including prompts, model outputs, tool calls, and policy decisions, in customer-controlled Google Cloud Storage. Cryptographic proofs of this data will be stored on Walrus, a data platform built for AI workloads, while Sui, a Layer 1 blockchain, will coordinate the system.

The technology is also designed to help companies investigate disputed transactions and security incidents. When agents from different companies interact through the Agent2Agent protocol, both sides can use the same verifiable records to review what happened. Security teams can also reconstruct an agent’s instructions, decisions, and actions after a suspected incident.

VAA will connect with Sui’s Agent Payments facilitator, allowing agents to discover services and make payments through the x402 protocol. The system will record the authorization, spending decisions, and service delivery associated with these transactions.
