Blockchain based e-voting system to be used by Moscow student council

Moscow authorities are planning on running an electronic voting system for university student council elections in late June 2019. This voting system is set to run off blockchain and could possibly be a pilot run for the city's mayoral election, as first reported by Russian news agency TASS on May 6.

The blockchain based voting system is set to be tested in conjunction with the support of the Moscow Department of Information Technology (DIT) and the Moscow City Election Commission (Mosgorizbirkom). Head deputy of DIT, Artem Kostyrko revealed the technical information regarding the blockchain pilot is set to be sent to Mosizbirkom in mid May for approval. Kostyrko also made clear that once legislation is passed and commission approves the specifications, the DIT will launch the program to the public.

The first mentions of Moscow and blockchain based electronic voting was presented in the form of a bill by the city council of Moscow in February. In April the Russian Duma passed a bill allowing the Moscow City Duma the ability to try these electronic voting methods during the next elections on September 8. The Moscow City Duma plans on using distributed ledger technology to protect the results and process of e-voting.
