China aims to establish a national blockchain network by 2030, with plans to expand its central backbone, connect regional hubs and strengthen distributed digital identity services under its 15th Five-Year Plan for informatization.

Released by the Central Cyberspace Affairs Commission on October 23, the plan envisions a network infrastructure system covering land, sea, air and space, the timely launch of commercial 6G services and faster development of the intelligent internet.

The strategy also prioritizes advances in cyberspace technology, breakthroughs in key technologies and the development of the domestic industry ecosystem.

The government aims to integrate digital technologies more deeply into the real economy, expand digital applications across economic and social activities, and strengthen cybersecurity and related legal and technical standards by 2030.

China’s leadership is pushing for the construction of a national blockchain network alongside an integrated computing power network as part of an effort to upgrade industrial infrastructure and improve technological self-reliance.

Earlier this month, the Communist Party Central Committee and the State Council outlined the measures in a policy framework for developing new productive forces, which also prioritize manufacturing digitalization, AI and emerging technologies.

Although China is advancing blockchain infrastructure, it continues to restrict crypto trading and related business activities. Regulators reaffirmed the restrictions earlier this year, extending the policy framework to yuan-pegged stablecoins and real-world asset tokenization.
